It is subject to the supervision of the Ministry of Health and the Ministry of Finance, it was created on July 23, 2018 ( Decree No. 2-17-589) in application of Law 70-13 on university hospital centers. It provides tertiary level care, general, specialty and super specialty care to patients. It aims to make its region a national medical center of excellence and contribute significantly to issues in the fields of health, science, knowledge sharing and economic and social development.

In terms of organization, the centers are transversal structures grouping together activities, units and/or medical services that may be attached to different departments. Each center has a steering committee made up of representatives of all the medical specialties concerned.
Provides medical and surgical care, generalized or specialized, routine or emergency, for adult patients.
Provides care for children's pathologies and gynecological and obstetrical pathologies as well as care for parturients.
Provides care for adult and pediatric cancer patients.
Specialized in psychiatric and mental health pathologies as well as the management of: Addictology, Child psychiatry, Gerontopsychiatry.
